If you want to share your photos with others, you need to enter their Apple ID into your newly-established shared photo stream. Likewise, if others want to share with you, they need to add your Apple ID to their shared photo stream. All the operations can be done on PC.
You can allocate iCloud's storage space properly on control panel. If you want to delete the useless content, just choose "Manage" and select the concrete option to delete it.
